Harbourside was responsible for the design, tendering, and construction supervision of the project. To begin the design, various options were considered for the layout and location of the roundabout. This also included consultation with the local businesses and the Qalipu First Nation. The fourth leg was a driveway at a gas station, and the final location was selected at the southern driveway, which assisted the construction phasing and helped to minimize the steep grades on West Valley Road. The roundabout was designed to accommodate the WB-21 design vehicle and careful liaison was undertaken with the gas station to ensure that their delivery trucks could make all required movements. Traffic volumes at the intersection required only a single lane roundabout, however, both approaches on Confederation Drive were multi-lane, which required careful design to adequately connect to the existing road network and included a right turn bypass on the southbound approach.

As part of the development application for Bedford West Sub Area 10, Harbourside completed a traffic impact study to quantify the transportation impacts of the proposed development. The study evaluated traffic operations at Highway 102 and Kearney Lake Road interchange currently controlled by two signalized intersections that are operated by the same traffic controller.

The study identified existing operational problems at the Kearney Lake Road interchange and projected that with background traffic growth alone, the southbound off-ramp will exceed capacity during both peak hours by 2031. The study concluded that improvements are required at Highway 102 and Kearney Lake Road interchange to accommodate background traffic growth and the full build-out of the Bedford West Sub Area 10 development. The study recommended that the two signalized intersections be converted to roundabouts to accommodate long-term growth at the interchange.
